Message Distortion in Environmental Crisis Communication: A Reception Analysis of the Emergency Waste Management Site (TDPS) Policy in Pekalongan City, Indonesia

Abstract


The closure of the Degayu Landfill triggered a solid waste emergency crisis in Pekalongan City. This study analyze the implementation of the Emergency Waste Management Site (TDPS) policy and the public reception of the government's crisis messages using the Collaborative Governance approach and Stuart Hall's Reception Theory. Through a qualitative case study method and in-depth interviews with government agencies and citizens, data were analyzed using the Miles and Huberman model. The findings indicate varied message reception within the community. The majority of citizens held an oppositional position, misinterpreting the TDPS as “Mini Landfills” for indiscriminate dumping due to an apathetic culture and a lack of face-to-face socialization. Meanwhile, citizens in the negotiated position experienced demotivation due to inconsistency field workers who remixed the sorted waste. The research concludes that emergency infrastructure development will fail if not balanced with cross-sectoral communication. Collaborative governance, cultural approaches, and aligning frontline workers' visions are essential to ensure the effectiveness of environmental crisis mitigation.
